Yes, it’ll include Step 3 clubs (from NPL) plus Step 4, 5 & 6 (if any left) from North East, Yorkshire and North West.
 
As far as I’m aware all 4 qualifying rounds (up to the Round 1 ‘proper’ of the FA Cup, are regionalised.
