Cup exemptions

Realise there is a sliding scale for which clubs enter the Vase at various rounds depending on previous success in various competitions, but do all Step 5 clubs enter the FA Cup at the Extra Preliminary Round stage? Obviously Glossop, Shaw Lane & Basford (?), to name but three, start a Round later due to promotion, but what about the two Runcorn clubs; Linnets as NWCFL runner up and Town who progressed further than any other Step 5, do either merit an additional exemption too? Anyone any idea?

I think as we finished fourth we enter at the first round
Had we beaten glossop and reached the fourth round we'd have entered at the 2nd round

ha sorry i was reading the fa rules, it says that a team that finishes in the top four of the premier league would start the competition at the first round proper
