If you don't have unlimited financial resources provided by mystery backers who don't mind losing their money for no return it is the only way.
 
Wasn't it Man City that started Hydes (Hyde United that was) upward spiral only to dump them when their own facility was built. Another prem team helping grassroots NOT. Well only for 3 years or so
