It's the maths - you need 128-64-32-16-8-4 teams in the rounds to whittle it down to 2 in the final. Any extra will end up getting a bye unless they create even more pre-preliminary-extra-qualifying rounds to get the entries down to a number which will divide down.
I think that's the reason.
Why they choose who they choose for the byes I have no idea, but it seems to be as said above the SF teams last year.
I am sad enough to watch the draw being made!! All the teams except for the four semi-finalists from last year went into the draw. When the required number of the teams had been drawn for the number of games needed in the first 'round' of games, any teams left were given byes...I think!!!!!
